Water attracted to water is called cohesion and water attracted to other objects is called adhesion. Since the two hydrogens at positively charged they attract the hydrogen which is negatively charged. This force is what causes adhesion and cohesion.
This site also brings up surface tension which i am not too clear on but pretty much i got that water attracts to each other and not so much to other things.
For the most part i think this is a pretty good site to find some basic information.
